Chase прислал очередной бумажный спам с предложением занять у него денег под 0% на год кредитной карточкой. Интересно в этом предложении две вещи. Первая, менее интересная, что 0% написано большими буквами, и можно подумать, что они предлагают мне бесплатный кредит. А тот факт, что они с него возьмут 3% в качестве "оплаты за транзакцию" написан гораздо меньшими буквочками.
Но это мелочь. Самое интересное написано на обороте, причем требует некоторого размышления для осознания. Это пункт о том, что оплата балансов может производиться в порядке, определяемом банком. Это значит вот что: если вы пользуетесь данной кредиткой для оплаты чего-либо еще, то 0% просуществует меньше месяца. А потом будет вот что: если вы, скажем взяли $2000 в кредит (под типа 0%, надо ж пользоваться) и заплатили еще $500 в порядке текущих расходов (12+%), и внесли платеж в сумме ровно $500, дабы не платить процентов с баланса, то эти $500 пойдут на выплату части от $2000, а с других $500 начнут взимать проценты. Причем если они пользуютсяс методом подсчета "среднемесячного баланса", что случается чаще всего, то платить эти проценты вы будете еще почти месяц после выплаты основной суммы. Иными словами, воспользоваться беспроцентным кредитом можно, только прекратив использовать эту карточку для других целей вообще.
Интересно, скольких людей они надувают этим нехитрым способом - т.е. многие люди сильно удивляются, когда их беспроцентный кредит стоит им за 15% (12+3) годовых?

Такая любопытная информация. Агентство Рейтерс сообщает, что Китай с сентября перестал публиковать официальную статистику по своей торговле с Северной Кореей. Данные по обороту с КНДР теперь включаются в графу «прочие страны Азии» и в качестве таковых практически неидентифицируемы. Для Рейтерс это – проблема, так как агентство давно уже живёт в основном с покупки-продажи-интерпретации торгово-экономической информации. Поскольку на Китай приходится примерно половина всего товарооборота КНДР, фактическая приостановка китайских публикаций означает, что прекратил своё существование один из очень немногих независимых и относительно надёжных источников по СК экономике.
Официально китайские чиновники заявили, что имеет место «техническая ошибка», исправить которую в обозримом будущем, однако, не представляется возможным. Причина реальная – стремление закрыть информацию в условиях, когда Китай всё более рассматривает Северную Корею как зону своих особых интересов. Любопытно, кстати, что статистические данные перестали публиковаться как раз со времени визита Вэнь Цзя-бао, китайского премьера, который был в Пхеньяне в первых числах октября, и который привёз туда неслабый пакет помощи. Вообще – проявление явного китайского желания удерживать Северную Корею на плаву (причём за это китайцы готовы даже платить заметные, по их меркам, деньги).

В Нью-Йорке, чтобы защитить таксистов от разгула рынка, приняли закон, что на такси нужно специальное разрешение (медальон). Результат? Медальонами владеют инвесторы, которые сдают их внаем водителям. Медальоны выросли за последние 5 лет на 126% и сейчас идут по 760 тыщ зеленых (разрешение на одну машину, ага). При такой цене, понятно, самим таксистам много не остается. Спрашивается, того ли добивались защитники таксистов? Разумеется, борются они с этим, как полагается, введением новых и новых регуляций. |

Dr. Ozcan’s devices are compact in part because they have eliminated the central element in a microscope — its lenses — said David J. Brady, a professor of electrical and computer engineering at Duke University and director of its Imaging and Spectroscopy Program.
“There’s no need for lenses in these devices because the magnification can be done electronically,” he said. “You don’t need optics at all.”
For this electronic system of magnification, inexpensive light-emitting diodes added to the basic cellphone shine their light on a sample slide placed over the phone’s camera chip. Some of the light waves hit the cells suspended in the sample, scattering off the cells and interfering with the other light waves.
“When the waves interfere,” Dr. Brady said, “they create a pattern called a hologram.” The detector in the camera records that hologram or interference pattern as a series of pixels.
The holograms are rich in information, Dr. Ozcan said. “We can learn a lot in seconds,” he said. “We can process the information mathematically and reconstruct images like those you would see with a microscope.”

Zbigniew Michalewicz, David B. Fogel, How to Solve It: Modern Heuristics, 2nd ed. (2004). A collection of heuristics for solving difficult (NP-complete etc.) problems approximately. You learn most of this material in an artificial intelligence/combinatorial optimization/machine learning college course. One topic I wasn't familiar with is coevolutionary genetic algorithms. If you want to evolve rabbits that excel in escaping from being eaten by foxes, you should also at the same time evolve foxes that excel in catching rabbits. For example, if you want to evolve parallel sorting networks, you should also evolve lists of numbers that the networks sort incorrectly. One of the authors evolved checkers-playing neural networks that played against each other; the winner was registered at MSN Games as Blondie24 and made it to the top 500 out of the 120,000 checkers players registered at the site.

Through the 1970s, the American stock market was slowly declining; when in 1976 Presidential candidate Reagan suggested that social security funds be invested in it, he was derided as being crazy; in 1979 Business Week magazine announced "The Death of Equities". Everything changed in 1980, when Congress added obscure paragraph k to section 401 of the Internal Revenue Code. A benefits consultant from Pennsylvania realized that this paragraph allows companies to switch from a guaranteed-monthly-sum pension plan for its employees to a fixed-monthly-contribution plan that could be invested in stocks. This started a 20-year stock market rally. In the 1990s the old Silicon Valley practice of paying executives in stock options spread through the country. According to the accounting rules current at the time, issue of stock options was not reflected as a cost in the earning statements of companies; when a board of accountants and the SEC recommended that this change, many politicians lobbied against it, including Senator Joseph Lieberman, who claimed that workers would suffer. This was incorrect: only 2% of American workers, 3 millon people, got stock options; among them, the top 5 executives of companies got 75% of options, the next top 50 15%, and everybody else made do with 10%; nevertheless, the recommendation was not put in place. This gave the top executives an incentive to run their companies into the ground, concealing the true state of things from the shareholders, exercise options and sell the stocks, enriching themselves, most spectacularly in the case of Enron. In theory, the executives report to the board of directors of the corporation; in practice, the board is usually packed with the CEO's cronies and often the CEO is also the chairman of the board and thus reports to himself (which the book says is a peculiarly American practice that doesn't take place in Great Britain). In the late 1990s two bubbles happened: the Internet bubble and the less well-known but, according to the book, much bigger telecommunications bubble. After the bubbles burst in 2000-2002, the stock market dropped as much as it did in late 1929. After the 1929 stock market crash, there was further decline accompanied by a decrease in production and an increase of unemployment; this didn't happen in the early 2000s, possibly because of the safeguards put in place after the crash of 1929, such as restrictions on speculating on margin. The book has a happy end - the passage of the Sarbanes-Oxley Act of 2002; we now know that farther on there was a real estate bubble, and perhaps more bubbles are coming. |

| Religious NON-taxation; a 'modern' view and QUESTION |

This morning I went to the Mega-church 3 blocks away from my new abode. It was on my list of experiences of the 'Leaving America, must do' visiting contemporary events of these times particularly avoiding them having lived in Texas for several years.

I was completely DUMBFOUNDED by the mass media show to mass consumerism from bookstore, coffee shop, online donations, videos, Universities to "Neon Faith" (this is Vegas) movement - better than some of the shows i've seen on the strip complete w/ banal Christian rock band.
AND THESE GUYS PAY NO TAXES!!!!. L. Ron Hubbard, founder of Scientology and mass-sci-fi writer fame, had it right apparently from statements of forming one's own religion as the ultimate business model. What prosperity would each family in America be able to experience if we didn't have to pay any taxes like these folks? I've known of people who have followed the 'in-solo-corp' model never filing income tax or paying sales tax again as it's all for their 'church' etc. but they're usually way under anything close to $100K.... and then there was the internet site we all joined during the dotcom boom for small dollar shits' n' giggles, getting others to join - man, if i had 10 more i could have been a SAINT!
So, Discussion... I sincerely doubt given the lack of separation between church and state in this country that there will ever be a change in the tax code for these folks despite the fact that our founding fathers never foresaw the boom in christian businesses to mass-book sales, religions intertwined w/ parties and Religious PACS as major forces, nor would they have seen Churches as the 'ultimate business model' (well, there was the Catholic Church & church of England but that's a whole other discussion) but this just doesn't seem 'fair' whatsoever. I'm reminded of my Grandparents stopping through Jim & Tammy Faye Baker ala' Jesus-land complete w/ Jesus water slide while enroute through on vacation to see us sometime in the 80's before the big 'fallout.' And then all the beggars around ornate, ancient cathedrals worldwide... topics in themselves...
But bottom line question - why shouldn't we tax them at some small amount in the States as the REST OF US = individuals to legit 'for-profit' businesses - are being practically taxed to death?

Это Вы все о судетских немцах, что ли? Да ну, бросьте. Это никакой не пример. Чехия была оккупирована нацистской Германией - сколько лет? Была в стране группа людей, поддерживавшая сильного оккупанта и его режим. Да, организованная по национальному признаку - но ведь и нацизм - это националистическая идеология! Но получили они по заслугам прежде всего политическим, а не по нац. принципу. Хотя, если спросите меня, то я совсем не в восторге и от этого.
и еще:
Вправе-не вправе моральном - это другой вопрос. А с точки зрения международного права, когда они были иорданскими гражданами, это / трансфер - Т./ было бы, разумеется, несравненно легче для Израиля.
Поэтому иорданцы и испугались, когда началась интифада, что им их граждан вернут за "противозаконые действия против государства Израиль". Что было вполне возможно тогда.
Восхитительные тараканы живут в голове некоторых наших левых.
Иммиграция сопровождается потерей привычной среды и вызывает психологическую потребность в формировании новых референтных групп. Для некоторых израильских репатриантов эта потребность была реализована путем интеграции в радикально-протестное движение, тем более что в отличие от интеграции более содержательной, формирование референтной группы из политического радикализма не требуется ни ума, ни особенных усилий, надо всего лишь научиться создавать иллюзию речи путем комбинации штампов радикальной пропаганды. Особенно это получается смешно когда такой новоиспеченный радикал начинает выводить несогласие оппонентов из описанной выше психологической мотивации. |

Большинство не-художественных книг можно легко читать с любого места, т.к. они, как правило, не имеют сквозного нарратива, а разбиты на отдельные кусочки. А журналы - тем более.
И все же я обычно читаю их подряд, а если нет - испытываю непонятное чувство вины, вроде как сжульничал.

Беседа с жителем приграничного города (имеется в виду китайско-северокорейская граница, само собой). Покинул родные места в сентябре. Некоторые интересные моменты
• Карточки. Карточки в его городе отоваривают только чиновникам («кадрам»), силовикам и работникам военных предприятий. Они получают полную норму, причём в пайках появился рис, хотя и в небольших количествах (до этого – только кукуруза). Остальные не получают ничего или получают сильно урезанную норму, 25-50% положенного.
• Наследование. Сам информант – член ТПК, но рядовой. В июне на закрытом партсобрании говорили о сыне Ким Чен Ира как о наследнике. После этого – никаких упоминаний.
• Продукты. Урожай оказался плохим, особенно урожай кукурузы. Цены на рынках выше, чем в прошлом году (вообще, о текущей продовольственной ситуации и нынешних разговорах о «надвигающемся голоде» я напишу отдельно).
• Взятки за неявку на работу. Явление известное – в КНДР значительная часть населения уже давно не ходит на работу, предпочитая торговать на рынке и отстёгивать начальству деньги, чтобы их отсутствие на рабочем месте никак не регистрировалось. Поразила высокая «цена вопроса», примерно 20-30 тыс. СК вон в месяц, что где-то в 5-10 раз выше средней месячной зарплаты. До этого сумму называли куда более скромную, что-то вроде 1-3 зарплат. Возможно, связано со спецификой производства.
• Усиление репрессий. Говорит, что опять стали сажать. На заводе посадили мужика, который по пьяному делу выразил сомнения в том, что к 2012 г. Северная Корея станет «процветающей и сильной державой». Информант говорит, что об арестах за политику давно особо не слышал, а сейчас – опять. |

In H.R. 3962, the government is requiring at least 21 million Americans to buy private health insurance from the very industry that causes costs to be so high, which will result in at least $70 billion in new annual revenue, much of which is coming from taxpayers. This inevitably will lead to even more costs, more subsidies, and higher profits for insurance companies — a bailout under a blue cross.

A recent classmate said Hasan once gave a jarring presentation to students in which he argued the war on terrorism was a war against Islam, and "made himself a lightning rod for things" when he felt his religious beliefs were challenged.

He said that at a class presentation by public health students, at which topics like dry cleaning chemicals and house mold were discussed, Hasan talked about U.S. military actions as a war on Islam. Hasan made clear he was a "vociferous opponent" of U.S. wars in Muslim countries, Finnell said.

"He said maybe Muslims should stand up and fight against the aggressor," retired Col. Terry Lee told Fox News. "At first we thought he meant help the armed forces, but apparently that wasn't the case. Other times he would make comments we shouldn't be in the war in the first place."

On a form filled out by those seeking spouses through a program at the mosque, Hasan listed his birthplace as Arlington, Va., but his nationality as Palestinian.
"I don't know why he listed Palestinian," Khan said, "He was not born in Palestine."

His fellow students complained to the faculty about Hasan's "anti-American propaganda," but said a fear of appearing discriminatory against a Muslim student kept officers from filing a formal written complaint.

The preacher at the time was Anwar al-Awlaki, an American-born Yemeni scholar who was banned from addressing a meeting in London by video link in August because he is accused of supporting attacks on British troops and backing terrorist organisations.
Hasan's eyes "lit up" when he mentioned his deep respect for al-Awlaki's teachings, according to a fellow Muslim officer at the Fort Hood base in Texas, the scene of Thursday's horrific shooting spree.
